A person who has a severe airway obstruction may quickly lapse into unconsciousness. This is due to not enough air entering the lungs. Even if they appear to be breathing, CPR should commence. The chest compressions will hopefully assist in moving the obstruction so allowing more air to enter the lungs. Remember to call 111.
